The best Glean alternative depends on one question that almost no comparison article asks: where is your data allowed to live?

Glean is an excellent product. It is a 7.2 billion dollar company, 300 million US-Dollar in annual recurring revenue as of May 2026, 1,708 employees, and a permissions-aware search layer that genuinely works, the category we describe in enterprise search vs an AI context layer. But its own privacy policy states that personal information may be transferred to and processed in the United States or other jurisdictions. We found no EU data residency option stated anywhere. Transfers rely on Standard Contractual Clauses plus certification under the EU-US Data Privacy Framework.

For a DACH buyer with a works council, that single fact outranks every feature comparison. So this guide is organised around it: what Glean actually commits to, and which alternatives change the answer rather than just the price.

What Glean actually commits to

Glean Technologies, Inc. is based in Palo Alto and San Francisco, founded in 2019 by Arvind Jain, Vishwanath T R and Tony Gentilcore. It has raised 765 million US-Dollar in total, most recently a 150 million Series F led by Wellington Management in June 2025 at a 7.2 billion valuation. Annual recurring revenue reached 300 million US-Dollar in May 2026, up 89 percent year on year.

This is not a risky vendor. It is one of the strongest companies in enterprise AI, and if you are a US buyer the case is easy.

The European picture is different, and it comes down to four things we could and could not find in the published documentation:

- Data processing location: the privacy policy says personal information may be transferred to and processed in the United States or other jurisdictions.
- EU data residency: not stated anywhere we could find.
- Transfer mechanism: Standard Contractual Clauses, plus certification under the EU-US Data Privacy Framework.
- Subprocessor list: not published in the privacy policy.

None of that makes Glean unlawful to use. It does mean the compliance work lands on you: your own transfer impact assessment, your own subprocessor enquiries, and the documentation set from our EU AI governance guide, and a conversation with your works council that starts from a weaker position than a Frankfurt-hosted option would.

Why the transfer mechanism matters more in 2026 than it did in 2023. Relying on the EU-US Data Privacy Framework means your lawful basis for transfer depends on an adequacy decision that sits outside your control and has been legally challenged before. Self-hosting or EU-resident processing removes that dependency entirely rather than documenting around it.

The alternatives, compared on what actually differs

Most Glean alternatives lists rank ten products that all do the same thing at slightly different prices. That is not a decision aid. These four differ structurally, and each one changes a different constraint.

The open-source route, and its real price

Onyx is the strongest open-source answer to Glean: 31,400 GitHub stars, 51 connectors, MIT-licensed core, and Netflix and Thales Group in production. Self-hosted on a server you control, it solves the data residency question outright, which is more than any data processing agreement can offer.

Two caveats we established by reading the repository and deploying it ourselves, neither of which appears in the vendor listicles:

The permission layer is not in the free tier. Onyx's connector permission sync sits under a separate commercial licence. Under Art. 32 GDPR that is not optional if you index anything containing personal data, so budget the enterprise tier from the start. The same pattern holds across the category, as our licence audit of seven open-source AI tools found.

Free is the licence, not the cost. The standard stack is twelve services. We deployed it and the search index was killed by the out-of-memory handler ten times on a default 4 GB allocation while the other ten containers looked perfectly healthy. The real cost of self-hosting is engineering days, not licence fees.

Stay with Glean when

  • You are a US-headquartered company without EU residency constraints

  • You have 500+ employees and a six-figure tooling budget

  • You want permissions-aware search with zero operational burden

  • Time to value matters more than infrastructure control

Look elsewhere when

  • Your works council requires EU-resident processing

  • You cannot base a rollout on an adequacy decision you do not control

  • A 100,000 US-Dollar minimum is out of proportion to your headcount

  • You need a published subprocessor list for your own documentation

  • Your real question is about people and teams, not documents

Answer the residency question before the feature question

Ask your data protection officer whether US processing under SCCs and the Data Privacy Framework is acceptable for the data you intend to index. If the answer is no, most of the market disappears and the shortlist becomes short.

Get the pricing in writing before the demo

Glean publishes no pricing, and neither does Open WebUI for its enterprise tier. Ask for the minimum annual commitment and the seat floor up front. It saves a month of evaluation on something you were never going to buy.

Price the permission licence, not the free tier

If you are considering an open-source route, confirm in writing whether connector permission synchronisation is included in the tier you are budgeting. In Onyx and Flowise it is not.

Verdict: a great product with a European asterisk

Glean is not overrated. At 300 million US-Dollar ARR growing 89 percent, the market has already voted, and permissions-aware search that just works is worth paying for.

The honest European caveat is narrow and specific: there is no published EU data residency, processing happens in the United States, transfers ride on SCCs and an adequacy decision, and the subprocessor list is not public. If your compliance function can live with that, buy it and stop reading comparison articles. If it cannot, then no amount of connector counting changes the answer, and your real choice is between self-hosting and an EU-resident provider.

The works council conversation you will actually have

In a German or Austrian company, enterprise search is co-determination territory. A tool that indexes every document and answers questions about them touches performance monitoring, and your works council will treat it that way.

Three questions come up every time, and the residency answer shapes all of them:

Where is the data processed? With Glean the honest answer is the United States under Standard Contractual Clauses. That is lawful, but it turns one meeting into three.

Who can see what? This is where permission synchronisation stops being a feature and becomes the whole discussion. If the system can surface an HR file to the wrong person, no agreement gets signed.

Can the tool be used to evaluate individuals? Query logs showing who searched for what are the sticking point. Ask any vendor how long query history is retained and who can read it before you sit down. Our works council AI rollout playbook covers the full sequence.

Bring the subprocessor list to the first meeting. Glean does not publish one in its privacy policy, so you will have to request it. Turning up without it costs you a fortnight, and it is the first thing a prepared works council asks for.

If you are already on Glean and reconsidering

Switching enterprise search is not like switching a chat tool. The index is rebuilt from scratch, the permission mappings are re-established per connector, and your users lose their saved history. Budget a quarter, not a sprint.

The part people underestimate is not the migration but the re-approval. Every connector you reconnect re-opens the access question with the data owners who signed off the first time. That is unavoidable and it is the real reason switching costs are high in this category, far more than any contractual lock-in.
